With regards to testing the pickups you should be able to test pulses on a decent auto tester. Obviously they are working at idle which would suggest they are OK. Check the connections for rust ...

Are the PV cables definitely connected the right way round?? See if you can whip the cover off and show us a video of the PV movement whilst revved.

Neighbours now unhappy and my ears are bleeding but no change to the revving trauma. No obstructions in airbox or rubber RC valve , piston look ok from the exhaust port. needle was on the top notch so raised it to 3 and NO difference. Quite frustrating
