Nobody local-ish to try and have a test swap of P.G.M.s with? You'd hate to go to the expense of another unit just to find out it was a stray/duff connection.

Additionally, I would check the exhaust packing is it clean-ish.Also check the float height, it's a fiddly job but worth checking.
Are the breather and overflow hoses clear at their outlet points?

For any sort of longevity about the repair it needs to be the case splitting option. If the engine is stripped, initially see if that can be repaired using the snapped of piece. Have you turned the fuel on to help seal the bore? I understand you have other issues with the engine.
Is there a decent spark?

If turning the ignition off and back on again is curing the problem with the rebuilt PGM then the fault could be still in there.
Who rebuilt it?
How long before the fault returned?
Are you certain the reg/rec is good, that will take down the PGM in heartbeat?
