Peak Park Restarts Chapel Gate TRO Process
Only a week after the Chapel Gate TRO was quashed in the High Court, the PDNPA has today published a new consultation for a PERMANENT TRO. The judge specified in his decision that they would have to go back and start again if they wanted to continue. At this stage, the main user groups are being consulted rather than individuals, that will come next. Here are the details:

Most people who have an interest in using Green Lanes in the Peak District will know that last Friday (30th November) the High Court quashed the Experimental Traffic Order prohibiting motorised users from using Chapel Gate.

The Park Authority have collected 15 months of data about the route, while barred to motorised users.
Had the ETRO run to full term they would have had 18 months of data. They now say that the originally planned six month consultation, relating to whether the 18 month ETRO should be made permanent, is now void as a result of the ETRO being quashed.

Without apparently bothering to evaluate the 15 months of data, the Authority have immediately (7th December) initiated a fresh consultation to seek views on the possibility of the Authority making some form of traffic regulation order to restrict use of Chapel Gate by mechanically propelled vehicles.

Initially they are inviting responses from the 'Statutory Consultee' Organisations.
For Motor vehicle users:
All Wheel Drive Club, Autocycle Union, Association of Land Rover Clubs, British Motorcyclists Federation, Green Lane Association, Land Access and Recreation Association (LARA), Motor Sports Association, Peak and Derbyshire Vehicles User Group, Trail Riders Fellowship.

For Cyclists:
Cyclists' Touring Club (CTC).

For Horse riders:
British Driving Society, British Horse Society, Peak Horse Power.

For Walkers:
Peak and Northern Footpaths Society, Ramblers' Association.

For Countryside issues:
Byways and Bridleways Trust, Campaign to Protect Rural England (CPRE), Council for National Parks, Country Land and Business Association (CLA), Natural England, National Farmers' Union (NFU), Open Spaces Society, Peak District Green Lanes Alliance.

Consultation responses will be considered by the Authority's Audit Review and Performance Committee. The meeting which will consider whether to proceed with a traffic regulation order is scheduled to take place on 25th.
