How do i tighten the fork dampening rod bolt ?

Hello i was wondering if anyone could tell me how to tighten the dampening rod bolt on the front forks ? I've tried a few different methods which have all failed , there seems to be no way of holding it

You can use a rattle gun but very gently!! Just until the bolt 'catches'.
