16mm float setting 89

I have an 89 that want's to live again but it's having some carby problems. The main problem was a BAD surging problem where the engine would race uncontrolably till I did someting drastic of one form or another to shut it down. So I have determined there are really no air leaks anywhere, non sticking throttle pieces. So I tore the carb down again, cleaned everything, blew the thing out and noticed that the float seemed set so the fuel level was really low (or so it's seemed). Not knowing the actual specs on the float, I went with the old stand by of the middle of the float parallel to the carb body when the needle shuts off the gas. Well, that apparently is not correct cuz the carb floods badly at that setting. SOoo, I see now that the setting is \"16mm\", ok... 16mm from what to what? What the heck am I measuring? I suppose when I take it back apart and eye ball it, the points from which Im to measure 16mm may magically become apparent to me, but it would be easier if someone would inform me. Oh, and any last minute guesses on the racing engine problem? And it's NOT the power valve.

i think the racing engine problem is to do with the carb but if all looks well remove the reed valves and check there ok and clean as this will cause the problems you describe, hope this helps

I checked the reeds a few months ago and they were like brand new. I permatexed the joints and stuck it back together (nothing changed) so I think those are good. After my recent carb re-re-re-clean, I think I'm making some progress. At least today, I could get it to run with the choke off (the carb was filthy again after sitting for months), but it would not rev (a step in the right direction!). I suspect that when I screwed with the float setting today (without proper knowledge) that I set it way to high and now it's flooding (so no good revs). In the morning I plan to do fresh gas (pre-mix), clean plug, correct float setting, three hail mary's and I'm not catholic, wish me luck.

This has gone on TOOO LONG, tempermental little BEAST.
