You'll e be looking for a set of second hand forks with a working shim stack. Is it worth it 
If the bike rode to your satisfaction prior to the seal change, a dose of new oil will revitalise the front end, i know it's not perfect, but you could play with oil levels and viscosities to amend the feel.

They are not preload adjusters. They are compression damping adjusters.
