The revs hanging is often associated with lean running but it can also be the throttle cable being kinked or not running smoothly. So if the cable is looking a bit sad they are not expensive and probably worth buying just for the improvement in feel and could be the answer to that part of your problems.

If its running a bit lean low down would the mixture screw or needle position have much affect on this?

Both would have a small effect on early throttle settings. Only the mixture screw would effect when the throttle is on its stop. There is information on the forum about setting the mixture screw.

Probably an air leak then. Check the plug for colour. Spray some WD type oil around the rubber intake manifold, see if that gives a temporary fix, if so the rubber needs replacing.
