Clutch Snatching

Clutch Snatching
When l let my clutch out, it is ever out or in, very hand to slip, for a controlled get away, a bugger when stuck on a hill.
Tried adjusting with cable,both ends, the nearest l get, is that clucks into gear. so l assume it is then dragging, slightly engaged.
Any thoughts.
